Incredibly, the Draft EIR concludes that there are NO significant impacts from ongoing operation at Carnegie AND from opening 3,100 plus acres to all types of OHV recreation and NO mitigation is required beyond General Plan guidelines and best management practices. Violation of Air Quality standards was the only area impact found to be potentially significant, but there was no feasible mitigation.

Carnegie SVRA has structured the Preliminary General Plan and Draft EIR as a vague non-specific document to try to gain “policy” approval. Having not been able to get environmental approval to open the Tesla park land (referred to as the Alameda – Tesla expansion area by the state) in two prior EIR attempts in 2000 and 2004, Carnegie SVRA is now trying to get their foot in the door with “policy” approval to open Tesla to OHV use and then, based on the vagueness of the General Plan and DEIR, be able to expand OHV use over time in piecemeal fashion, never completing required environmental assessment of the entire project and its direct, indirect and cumulative impacts and never mitigating its impacts through avoidance.
